Non-invasive prenatal testing: from dream to reality

I had been interested in prenatal testing since I was a medical student in Oxford. I had initially worked on the detection of fetal nucleated cells that had entered into the maternal blood. However, as those cells were present in extremely small numbers, this research did not result in a workable clinical test. I returned to Hong Kong in 1997
which prompted me to re-orientate my research direction from cells into cell-free plasma. This had led to my discovery in 1997 of the presence of cell-free fetal DNA in maternal plasma. It took me another 10 years to translate this discovery into a noninvasive platform for prenatal testing. Following clinical trials, the test was finally launched in 2011. This technology, now generally referred to as non-invasive prenatal testing (NIPT), is now available in over 90 countries and benefit millions of pregnant women every year. Importantly, this technology has now been found to have applications to the non-invasive detection of cancer. Hence, it is likely that circulating DNA technology would play an increasingly important role in future healthcare

Professor Dennis Lo is the Li Ka Shing Professor of Medicine of The Chinese University of Hong Kong (CUHK). His research interests focus on the biology and diagnostic applications of cell-free nucleic acids in plasma. In particular, he discovered the presence of cell-free fetal DNA in maternal plasma in 1997 and has since then been pioneering non-invasive prenatal diagnosis using this technology. This technology has been adopted globally and has created a paradigm in prenatal medicine. He has also made many innovations using circulating nucleic acids for cancer detection, including the screening of early stage nasopharyngeal cancer.盧煜明教授現任香港中文大學醫學院李嘉誠醫學講座教授。盧教授的重點研究 集中於血漿內游離 DNA 的生物學及診斷應用。於 1997 年,盧教授成為第一位科學家發表有關於孕婦血漿內發現胎兒游離 DNA 之研究,自此他一直處於這個嶄新研究領域的最前線。有關技術已被全球廣泛應用,並成為了產前胎兒醫學的範例。盧教授亦利用血漿游離核酸就癌症檢測作出了開創性的貢獻,特別是對於鼻咽癌的早期發現和監察有重大裨益。

Mr. He graduated from Nankai University, one of the leading research-oriented universities in China, and was awarded a Doctorate Degree in International Finance.
Mr. He has in-depth knowledge and rich working experience in financial sector, especially focusing on capital markets and macroeconomics. From 1989 to 1992, Mr. He served as a research fellow focusing on the economy of Taiwan at Nankai University. From 1992 to 2016, Mr. He worked for 25 years in the Shenzhen Stock Exchange (SZSE), one of the top three stock exchanges worldwide in terms of trading volume. During that period, Mr. He was successively in charge of the Research Planning Department, the Membership Supervision Department, the Policy and Legal Department, the Training Center for Venture Enterprises, and the SZSE Research Institute.In 2019, Mr. He was appointed as the Director-General of Shenzhen Municipal Financial Regulatory Bureau. Under his leadership, the Bureau has innovatively solved a series of significant problems in the risk governance of internet finance, and provided valuable "Shenzhen Experiences" for peer cities in China. Mr. He also led the Bureau to launch the "Shenzhen-Hongkong-Macao FinTech Professional Programme" (SHMFTPP) together with the Hong Kong Monetary Authority (HKMA) and the Monetary and Foreign Exchange Authority of Macao (AMCM); facilitated the establishment of the Digital Currency Research Institute of the People's Bank of China, the Baihang Credit (the first and only one market-oriented personal credit agency in China), and the first National FinTech Evaluation Center. Mr. He commissioned the task of forming the “Shenzhen-Hongkong-Macau FinTech Alliance” and the “Angel Fund Investors Alliance”, which have further enhanced the FinTech ecosystem in Shenzhen何杰先生毕业于中国著名学府南开大学国际金融专业,获博士学位。

Zexiang Li attended the South Central University in 1978, received his BS (with honor) degree in Electrical Engineering and Economics from Carnegie-Mellon University in 1983, his MS degree in EECS in 1985, MA in mathematics and PhD in EECS in 1989, all from the University of California at Barkeley.He worked at ALCOA, the Robotics Institute of CMU and the AI Lab of MIT (89-90). He was an assistant professor at the Courant Institute of New York University (90-92). In 1992, he joined the Department of Electronic and Computer Engineering of the Hong Kong University of Science and Technology and is currently a professor of the department. He founded the Automation Technology Center (ATC) and Robotics Institute (RI). In 2019, Prof. Li was selected as co-recipient of the 2019 IEEE Robotics and Automation Award for his influential contributions to the development of civilian drones, aerial imaging technology, robotics engineering advancement, innovation and entrepreneurship.

Large-scale Models build new Foundation of AI

Large-scale Pretrained Models (PLMs) have become the new paradigm for Artificial Intelligence (AI). In Natural language processing (NLP), PLMs with hundreds of billions parameters such as GPT-3 have demonstrated strong performances on natural language understanding and generation with few-shot in-context learning. In this work, we present our practice on training large-scale autoregressive language models named PanGu-α, with up to 200 billion parameters. PanGu-α is developed under the MindSpore and trained on a cluster of 2048 Ascend 910 AI processors. The training parallelism strategy is implemented based on MindSpore Auto-parallel, which composes five parallelism dimensions to scale the training task to 2048 processors efficiently, including data parallelism, op-level model parallelism, pipeline model parallelism, optimizer model parallelism and rematerialization. To enhance the generalization ability of PanGu-α, we collect 1.1TB high-quality Chinese data from a wide range of domains to pretrain the model. We empirically test the generation ability of PanGu-α in various scenarios including text summarization, question answering, dialogue generation, etc. Moreover, we investigate the effect of model scales on the few-shot performances across a broad range of Chinese NLP tasks. The experimental results demonstrate the superior capabilities of PanGu-α in performing various tasks under few-shot or zero-shot settings

Dr. Yanhui Geng is the director of Huawei Noah’s Ark Lab Hong Kong. Before that, he was the director of Huawei Montreal Research Center from 2017 to 2020, and was a principal researcher at Huawei Noah's Ark Lab Hong Kong from 2013 to 2017. He received his B.Eng. and M.Eng. in Electronic Engineering and Information Science from the University of Science and Technology of China (USTC) in 2002 and 2005, respectively. He got his Ph.D. degree in Electrical and Electronic Engineering from the University of Hong Kong (HKU) in 2009. Before joining Huawei, he was a Post-Doctoral Research Fellow at HKU from 2009 to 2012, and was a Senior Scientific Engineer at the Hong Kong Applied Science and Technology Research Institute (ASTRI) from 2012 to 2013. His research interests include artificial intelligence, machine learning, big data analytics, SDN (Software-Defined Networks), and data-center networking. He has filed over 20 patents globally and he has over 30 publications on top journals and conferences, including NeurIPS, AISTATS, ICDM, AAMAS, IEEE Internet of Things Journal, IEEE International Conference on Big Data, Springer Journal of Data Mining and Knowledge Discovery, ACM Sigcomm, IEEE/ACM Transactions on Networking, IEEE Transactions on Parallel and Distributed Systems, IEEE Infocom, ICNP, ICDCS, etc. He has received numerous awards, including IEEE ICC 2010 Best Paper Award, Chinese Academy of Science President Award, Excellent Postgraduate of Anhui Province Award, Excellent Postgraduate of USTC Award, USTC Outstanding Student Scholarship, Lenovo Scholarship, etc.

AI is advancing by leaps and bounds in learning algorithm development, but AI has many challenges when put to practice. One of the major challenges faced by AI is the serious lack of data, which has led to the inability of many good algorithm models to be effectively applied. In this talk, I will present federated learning as a solution designed to connect data silos while protecting user privacy and provide security. I will illustrate some theoretical advances and practical applications.

He has served in various bureaux and departments including the Civil Service Bureau; the former Transport Bureau; the Hong Kong Economic & Trade Office in Brussels; the Food and Environmental Hygiene Department; the Home Affairs Bureau; and the Home Affairs Department.

He was the Principal Assistant Secretary (Pay & Leave) of the Civil Service Bureau before taking up his present post as the Deputy Commissioner for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area in September 2020.

Mr Mok holds a Bachelor Degree in Business Administration (Marketing) from Chinese University of Hong Kong, and a Master of Science Degree in Management from Stanford University.

莫君虞先生於1997年加入政務職系. 他曾出任多個政策局及部門,包括公務員事務局、前運輸局、香港駐布魯塞爾經濟貿易辦事處、食物及衞生局、民政事務局,以及民政事務總署。

Ir LEE is a Chief Engineer of the Electrical and Mechanical Services Department of the HKSAR Government. He has over 30 years of diversified engineering experience in project management, maintenance management and consultancy in the fields of electronics, IT and biomedical engineering. He is currently overseeing digital transformation in EMSD and supporting innovation and technology as well as smart city development initiatives in various government departments.

Ir Lee is a Fellow Member of Hong Kong Institution of Engineers, which he also serves as the current Chairman of the Electronics Division. Ir Lee is also a Member of the Institution of Engineering and Technology, Full Member of the Hong Kong Computer Society, and a Chartered Engineer of the Engineering Council, UK.

Hong Kong’s Innovation and Technology Development in Greater Bay Area under the 2021 Policy Address

The 2021 Policy Address was published on 6th October 2021. In the policy address, the Chief Executive Mrs. Carrie Lam proposes many new strategic ideas for the future development of Hong Kong. In particular, the Government plans to establish the Northern Metropolitan Area (NMA) which spans from Hung Shui Kiu, East of New Territories (NT), crossing Sun Tin, Middle of NT, to Yan Chau Tong, West of NT, with an area covering 300 square kilometers. Based on the Northern Metropolitan Area, the Government has also suggested (1) to implement the “Two Cities and Three Circles” initiative which urges deep collaboration between Hong Kong and Shenzhen; and (2) to create the “North Innovation, South Finance” connection where the NMA will be developed as an international innovation and technology hub with unique metropolitan landscape marked with “Urban-Rural Integration and Co-existence of Development and Conservation”; and the Harbour Metropolis supporting Hong Kong’s status as an international financial centre. In this talk, the speaker will share his views on the roles of Hong Kong’s innovation and technology industry under this new economic and social landscape.

Dr Denis Yip has been appointed as Chief Executive Officer of ASTRI, effective in October 2021. He is a veteran with over 30 years of extensive leadership experience in both the public and private sectors, covering management, strategy, operation, research and development as well as marketing.
Dr Yip had worked in Hong Kong, Beijing, Guangzhou, San Francisco, Shanghai and Tokyo, and served at senior positions in a number of large enterprises. He served as the Commissioner for Belt and Road of the Commerce and Economic Development Bureau, Hong Kong SAR government, since June 2019.

From 2017 to early 2019, Dr Yip served as President and Director of the Digital China Holdings Company and the Fujian Start Group respectively. He steered the development of the enterprises and established their business footholds. He had been the Senior Vice President and the President of Greater China of EMC Corporation since July 2006, and the Senior Vice President and President of Greater China of Dell Technologies Inc. since 2016. Dr Denis Yip has been appointed as Chief Executive Officer of ASTRI, effective in October 2021. He is a veteran with over 30 years of extensive leadership experience in both the public and private sectors, covering management, strategy, operation, research and development as well as marketing.
Dr Yip had worked in Hong Kong, Beijing, Guangzhou, San Francisco, Shanghai and Tokyo, and served at senior positions in a number of large enterprises. He served as the Commissioner for Belt and Road of the Commerce and Economic Development Bureau, Hong Kong SAR government, since June 2019.
From 2017 to early 2019, Dr Yip served as President and Director of the Digital China Holdings Company and the Fujian Start Group respectively. He steered the development of the enterprises and established their business footholds. He had been the Senior Vice President and the President of Greater China of EMC Corporation since July 2006, and the Senior Vice President and President of Greater China of Dell Technologies Inc. since 2016. He is currently a Hong Kong Deputy for the National People’s Congress of China and a member of the Hong Kong Basic Law Committee under the Standing Committee of the National People’s Congress. We are now on the verge of a second quantum revolution, which requires the design and manipulation of complex quantum systems that can lead to new quantum technologies.
